There is a big difference between just knowing about righteousness and being established in it. Israel as a nation at the time that Isaiah made this prophecy was far from God. Everyone lived in their own ways. God’s people had forgotten at the time that, living righteously in obedience to God was what made them prosperous. So when they sinned against God, their own sins brought them oppression, destruction, fear and terror.
